With the active interest of the Chief Minister, started implementing the Punjab Model in April 2012 in six distracts. After substantial positive feedback, it has recently set cell in the Chief Minister’s Secretariat, developed a pilot project, and contracted.
whenever a citizen avails any government service, his or her cell number is recorded and a supervisory officer (or a call agent on his behalf) calls the citizen up to find out if any lower state functionary inflicted any corruption. If a pattern of corruption is formed, action is taken.
The powerful deterrence created by this easy communication of government with the citizen availing a service in any corner and backed by a credible threat of punitive action immediately curbs petty non-collusive corruption. The idea was conceived and first implemented in 2008 by the then DCO of Jhang district.
Given the positive feedback and widespread appeal of the concept,the Punjab government took active interest and moved to institutionalize the idea. The project was first piloted in a few districts in Punjab.
Over the last year, more districts have been added and The Government of Punjab has scaled-up this project to cover all 36 districts of the province. It is now running in all districts of Punjab in a number of services in various departments.
